Who sees an announcement?

The users of the groups chosen in Select Groups. With All Groups, everyone.

Can I publish an announcement?

Only administrators can: Manage Announcements is in Administration. Everyone else reads them with the megaphone (Read the announcements).

Does a draft show in the megaphone?

No. A Draft announcement is saved in Manage Announcements, and nobody else sees it.

Can I change an announcement I published?

Yes: in Manage Announcements, click its title, change it and click Save. The users who were already notified are not notified again.
